After merging and upgrading, the vocational colleges play an increasingly important role of promoting local economic and social development, and the process of mass higher education. However, with the development of levels and scales in running schools, problems arise, especially the shortage of teachers. Under this circumstance, this paper is going to use the method of literature review, case study, data statistic analysis, investigation and interview with relevant HR theories to study about the construction of teacher teams in Liuzhou city vocational college (LCVC).This paper includes:1) Reviews the researches of other vocational colleges around the globe with the same issue, describes the theoretical basis;2) Status and problems of LCVC; 3) Analyzing restricted factors; 4) Provide measures of constructing teacher teams.According to the research, this paper proposes measures as follow:1) To build an organization and ideological guarantee to satisfy the construction; 2) To enhance teacher training and raise their quality; 3) To train double-quality teachers, focusing on practical ability;4) To train backbone teachers and principle directors, build the academic group;5) To establish performance appraisal system and form the incentive and competition mechanism; 6) To enhance the construction of part-time teachers group, apply the combinations.
