At the turn of the new century, China pushed on the course reforms in Elementary Education and permitted schools to carry out the School-based Curriculum Development, which improved the adaptation of school curriculum and met the needs of schools of different areas and students of various levels. However, it also issued an unprecedented challenge to the educational theories and the practice.The thesis is based on the research on School-based Curriculum Development conducted by the Cultural and educational Bureau of Xiangcheng District, Suzhou. Therefore, the thesis has the features of its special local culture and environment. Applied in the chemistry, it is also combined with STS education theories which demands teachers' abilities and local curriculum resources. On the one hand, the thesis, in theory, is devoted to the history, background and development notions of School-based Curriculum Development and discusses its development basis and application values and the condition where it can be better developed. On the other hand, in practice, it is applied in the Senior High School and the category of School-based Curriculum Development, and the application process, teaching modes, evaluation means and the results will be discussed. Having analyzing the current situation that Xiangcheng District have been making all the efforts to develop itself into a district famous for its clear water, beautiful flowers and trees, the author suggests that in such an area school culture should be advanced; that School-based Curriculum Development be reinforced; that education focus on humanism; and that schools have full autonomy in its own area. Therefore, the School-based Curriculum Development should combine scientism with humanism, transforming students' learning methods, abilities of thinking and working independently, learning abilities throughout their lives as well as their creativity. Currently, in spite of its immaturity of the School-based Curriculum Development in China, we are sure to open a new chapter in its development as long as we reinforce the research on both the theories and the practice.
