The 21st century is an era of knowledge economy, when the talents with the most innovative spirits and innovative ability are badly needed. So the most important issue to tackle the education of the 21st century is to carry out the innovative education widely. The cultivation of innovative thinking of the students is an important aspect in innovative education. What's more, the cultivation of innovative thinking is more practically embodied in the subject education. Therefore, the probe into the cultivation of the students'innovative thinking in physics teaching becomes an important aspect in the current physics teaching reform.The emergency of school-based curriculum development (SBCD) is aimed at the drawback of the national curriculum development. It also demands to carry out SBCD based on each school and realizes democratization in policy decision of curriculum. Recently, with the publication of the third-class curriculum management policy in our country, SBCD is getting more attention of the curriculum theorists, education executives in all levels and many elementary school teachers and high school teachers.The SBCD of innovative thinking in high school physics is to be applied in SBCD, and cultivate the students'innovative thinking in SBCD so as to enrich the students with much knowledge of physics and improve the students'scientific qualities. Furthermore the innovative education can gradually be carried out.Based on the analysis of the concept and essence of the innovative thinking, the connotation of SBCD development process in China, the value of SBCD, my paper defines SBCD of the innovative thinking in high school physics. Curriculum Development in the light of the general steps, we will divided SCBD of high school physics innovative thinking into such courses as environmental analysis, defining goals, choosing options, curriculum arrangement, curriculum implementation and evaluation.It has been proved through practice that under the guidance of clear objectives of the school-based curriculum, the SBCD of innovative thinking has played an important role in promoting the teachers'professional development and training the students'innovative thinking.
