Since reform and open policy, with the establishment and constant improvement of the socialist market economy, some dramatic changes have taken place in the higher education. In 1999, comprehensive increased enrollment of higher education was initiated. However, we are going to realize the goal of education for all in a poor country with inadequate input in higher education. It is under such circumstances that an educational provision system has been formed with the government serving as the main provider and the participation of various social sectors. The state-owned non-governmental institution, as a new type of university mushroomed under the new conditions with Chinese characteristics, plays a very vital role in the higher education development process in China. However, there are still a lot of tough challenges and problems such as property rights, financial problems and personnel system. To remain invincible in domestic and international competitions, we have to realize those impacts of the economic development on the future of the state-owned non-governmental institutions. It will be the most important and urgent task for the state-owned non-governmental institutions to carry out the strategy of sustainable development.This thesis is divided into 7 parts. In the first part, it is a literature review on the studies about the state-owned non-governmental institutions and other private colleges abroad. Meanwhile the research purpose, significance as well as some research methods used in this paper are discussed. In the second part, it puts forward some basic ideas of the sustainable development of these state-owned non-governmental institutions by employing some theories of the sustainable development. In the third part, it analyses some features and present situation of some private colleges abroad to provide some reference material for the development of the state-owned non-governmental institutions at home. In the fourth part, it explains the rule of success of some state-owned non-governmental institutions by taking Zhejiang Wanli University as a case study.In the fifth part, studying the developments of the state-owned non-governmental institutions, this paper reports some difficulties, challenges and opportunities faced by the state-owned non-governmental institutions. In the sixth part, this paper provides some strategies for the sustainable development of the state-owned non-governmental institutions. The last part makes a conclusion of this paper. It points that innovation is the key to keep surviving among the heat competition. The emergence of the state-owned non-governmental institutions has contributed tremendously to the development of higher education in China. While some limitations are pointed too like few studies on it's property and development models that deserve further research.
