Since the 1990s, the rapid expansion of education's scale and quantity becomes the main feature of higher education in china presenting that development is more than reforming. However, this is not a completely healthy development. In the process of higher education's rapid development, with the implement of higher education's cost-recovery policy, the equity of higher education becomes a outstanding social problem and a target critisized and condemned continuously by public opinion. So we think that the research on this issue has great meaning both in theory and reality, which is also the main motive and meaning for me to write this paper.The paper analyzed the conceptions of state-owned university charges and education chance, using literature methods investigation and interviews and taking Wuhan University of Technology as an example, studied the changes of higher education chance which was induced by the state-owned university charges. On the base of reason analyzing, the paper provided some countermeasures to improve the education chance under the current charging system.The thesis consists of four parts. The first part mainly discussed background and research status of this topic, gave the research methods and basic structure. The second part mainly overviewed the history of public university's charging policy and current situation of public university charges. By means of multi-perspective comparison, we think that the present charging is on the high side, and it has caused a passive influence on education justice. Subsequently, on the studying of the concept of equal access to higher education, the paper selected gender distributions family background,class distributions urban and rural and region distribution to construct studying system on the equal access to higher education in this paper. The third chapter is the empirical analysis part. Taking the Wuhan University of Technology as the example, the paper selected parts of undergraduates from grade 2001,2003 and 2005 as the sample to analyze the changes of gender distributions family backgrounds class distribution,urban and rural and region distribution under different charging standard. Finally, the paper analyzed the causes of the above changes from individual investment on higher education and education system. The last part provided some countermeasures to improve the education chance under the current charging system. In my opinion, we should reform and improve the current policy and system to achieve such goal, including reforming the current charging system, intensifying the dissemination of the new state-aided student loan system, optimizing the disposition of educational resources to make education supple more effective, strengthening economic construction to reduce the regional differentials of economic development and enhance the balanced development.
