At present, the rural elementary education in China is still relatively weak and it is urgent to enhance the construction of rural teacher troops. There are some problems, such as the insufficient number, low quality, unreasonable structure and unscientific establishment standard of teachers in rural areas, which affect the quality of education in rural areas and consequently the development of elementary educational cause. Thereby, enhancing the development of teacher troops and improving the quality of teachers in rural areas have great meaning. A study on the policies for constructing rural teacher troops is presented in this thesis. Based on the analysis of the national policies promulgated in recent years, the present situation and the existing problems of the construction of rural teacher troops, sufficient efforts are made to form several efficient policy suggestions for further enhancing the construction of rural teacher troops.This thesis argues that some problems existing in the construction of rural teacher troops, including the low quality, unreasonable structure, unscientific establishment standard, imperfect training mechanism and low status of rural teachers, as well as the lack of a good atmosphere of respecting teachers and valuing education, have become emergent.The current policies for enhancing the construction of Chinese rural teacher troops mainly consist of "Urban Education Supporting Rural Education", "Special Rural Teaching Post Setting in the West", "Project for Improving the Quality of Rural Teachers" and "Free Education Policy for Teacher-training Students". Here, the purposes, measures and practical significances of implementing these policies are anatomized emphatically.Based on the aforementioned analysis of policies and problems, some reasons that caused these problems are seek. This thesis argues the most important one is that these policies are neither formulated perfectly and scientifically enough nor implemented, broadly and sufficiently enough. Therefore, some countermeasures and suggestions about improving and perfecting the policy formulation and implementation are proposed for further enhancing the construction of rural teacher troops.
