Moral education is an eternal theme in human education. The teenagers'moral education is considered to be the most important target in the education activity at all times and all over the world. We have made quite an achievement in moral education, as our country has been putting an emphasis on it since 1949.With the socialistic market economy system setting-up and the global economy integrating, great changes have taken place both in and out of China. On one hand, these changes bring new beliefs and new contents for school education. On the other hand, a series of problems come along at the same time. As is known to everybody, the school is the main channel where the students receive their moral education. However, the contradictions that the present moral education cant adapt to the changing environment, especially in the rural areas, still are what the schools face. Thus, to enhance the effectiveness of moral education does meet the need of time.Based on a study on the effectiveness of moral education in the rural areas in Wenzhou, Zhejiang province, such are the problems I concluded: its teaching approaches are single, the subjectivity of it is in less prominent position, and the content is outdated; the aims are too high to practice perfectly, the evaluation system is over-formalized, which cause the moral education in those schools lacks cooperation, direction, maneuverability and effectiveness. By a detailed analysis of the causes of the problems above, seven countermeasures and methods are suggested improving the effectiveness of moral education: Firstly, The precondition of it is to form a correct value of moral education; Secondly, The fundamentality of it is to consummate its approach, method and give prominence to the subjectivity; Thirdly, The key of it is to set an administrative levels of target; Fourthly, The base of it is to make the content lively ;Fifthly, The core of it is to cultivate a high-qualified teachers'team ;Sixthly, The sustentation of it is to establish an education network among the school, the society and the family; Lastly, The guarantee of it is to carry out a scientific, objective evaluation.This article is divided into five parts. The first part is how the problem is raised, and it states the conception of moral education and its effectiveness, the research background, its value as well. The second part is a survey on the effectiveness of the moral problems existing in rural high schools in Wenzhou. The third component is an analysis of those problems. The following part is about the measures to solve the problems and improve the effectiveness. Finally it comes the ending part.
