As an important component of human resources management, the performance evaluation is the indispensable mechanism for organization to manage, make policy and control; is the core of human resources management; plays the function of controlling management. So the research and exploration for performance evaluation systems is very significant.The competition between the universities is fundamentally the competition Design of a performance management system is a prerequisite and core for establishing the human resources management system of modern enterprises. An effective and fair performance management system enables employees to have ease of mind and provides them with favorable environmental conditions for giving full play to their enthusiasm and creativeness. Meanwhile implementing a good performance management system is also an important factor for an enterprise to retain people of talent. The modern human resource management theories believe that the person is the most active factor in the productivity and the first resources in the company, the purpose of performance assess is to develop the employee's inside motive with maximum in the dynamic and open management process .The performance assess is the base of all parts of human resource management, such as the employee's salary assurance, the training and the encouraging.Between the human resources. The human resources are the decisive element of the enterprises to achieve their targets, and are the essential force to push the economic development .The performance of the staff is a department of the human resources system it is also the basis to make the human resources policy and carry on the important decision, It is an important mechanism that the enterprises to realize their strategic targets and to apply their strategic system.Performance appraisal is the central content of the human resources management. Many Universities have realized the importance of evaluation and have made great effort in the performance appraisal work.However there are still some problems in the present evaluation work of the performance appraisal.How to evaluate the teachers performance is the essential problem in the construction of the many university teachers team.According to the analysis and the study of the present evaluation work of the performance appraisal of the student of department in CM Universities,this paper offers the constructive ideas based on theoretical concept first,system reorganization an d scientific performance appraisal indicator.To find a human resource performance evaluation system is a complicated and important work in colleges, Most Chinese college just take the first step and exist the similar problems while carrying out the system. The purpose of the paper is to explore a scientific and reasonable methods and paths of college human resource performance evaluation.
