With the development of the market economy,the demand of the society to the talented person presents the diversification characteristic,which has brought the new challenge for the university to further optimize the administrative system reform and improve the administrative efficiency.In order to develop well and fast in the fierce competition,colleges and universities need to carry out effective management in a complex and changing environment to improve their core competitiveness.Whether the college can take effective measures to attract talents,and mobilize the enthusiasm and initiative of employees,which are helpful to improve staff performance,become the key to the sustainable development of universities and to gain competitive advantage.Therefore,it is very important to establish a reasonable and effective performance appraisal system for the survival and development of colleges and universities.This paper attempts to improve the performance evaluation index system of HL college employees with the key performance indicators.The purpose is to promote the optimization of human resource management.Through the questionnaire survey,we found the problems existing in the current college staff performance appraisal.Found that the performance evaluation index system design method is not scientific,the overall lack of effective performance appraisal system,performance appraisal of College strategic management support degree is low,the performance appraisal of staff performance with low level of the main work.Then,according to the actual situation of the college,a set of performance evaluation index system has been worked out.The system mainly includes the middle and high level managers,general managers and teaching staff performance evaluation index system.Among them,the management of personnel performance appraisal index system mainly includes task performance,contextual performance,performance management,performance ability;general administrative staff performance appraisal index system mainly includes the performance of task performance,attitude and performance ability;teacher performance appraisal index system including college teaching evaluation,department teaching evaluation,research and workload evaluation,service evaluation,democratic evaluation.Then,the process of performance evaluation and the application of the results are further optimized.Finally,this paper analyzes the problems that may be encountered in the implementation of performance appraisal,and puts forward some improvement measures.I believe that the design of the performance evaluation index system will be helpful to improve the human resource management level of HL college.It can also provide some reference for the design of performance evaluation index system in other colleges and universities.
