With the promulgation of the Ministry of Education's "Some Opinions about Further Promoting the Balanced Development of Compulsory Education" and the new version of the "Compulsory Education Law", the balanced development of compulsory education has become an important task of education management department. Under the background of running in the basic conditions relatively fair and "enrollment to the nearest school", teaching staffs have become an important impact on the quality of schools. Teachers' Balanced Mobility has become a core issue.Facing the imbalance of the reality of the current compulsory school teaching staffs, Teachers' Balanced Mobility has become the key issue of compulsory education balance. According to study it, I hope this thesis can make some contribution to the theory and practice of Teachers' Balanced Mobility.About the teachers' balanced placement problem, Chinese educational theory researchers have been on useful studies and explorations, and some local education management departments are practicing and exploring in Teachers' Balanced Mobility. This thesis sorted out the theory and practice of literature research, the author summed up theoretical research and practical exploration results of the current Teachers' Balanced Mobility. Based on detailed compare and analysis about the three typical Practical cases of Teachers' Balanced Mobility, the author made a survey about investigation of teachers in a certain district of Shanghai, and interviewed the participator in a district of stakeholders of the policy. The mobility of teachers, schools, educational and management needs of the various departments were also analyzed.This thesis reveals the main problems of Teachers' Balanced Mobility are that educational management departments have obscured policy goals and its fundamental values of Teachers' Balanced Mobility, they are lack of a deeper consideration to the specific needs of weak schools, and Teachers' Balanced Mobility policy is still in the exploratory stage. The causes of these problems are also analyzed. The thesis expounds the aim and the fundamental value orientation of Teachers' Balanced Mobility policy. According to it, this thesis raises some advice about how to further improve Teachers' Balanced Mobility from three points: the teachers' responsibility, concrete measures and coordinated measures of teachers' mobility.
