The imbalanced present situation between the city and countryside education is daily remarkable. Just under such big background, pursuing balanced development is becoming important national policy of impelling the teachers' balance between the city and countryside education. At present the teachers' mobility has already become one of important ways to promote national and society's education development, to promote individual teacher and the school's development. For many years, the teachers' mobility practice in each place has already proved that it's an important action which is advantageous to the national economy, to the people's livelihood, and to the realization education. However, something unharmonious emerged in the flowing, which has hindered the teachers' mobility with healthy and long-time operation in certain degree. In front of the seriously imbalanced present situation, this problem becomes a sensitive issue to which the researchers can not but pay attention. The mobility of city and countryside teachers has significant meaning to solve the questions of surplus teacher resources in city school, of short teacher resources in countryside school, to imbalanced distribution of different subjects teachers between city and countryside , to imbalanced distribution of school record , teachers' title structure and sex proportion, to reduce the disparity of the city and countryside teachers strength, to promote the education balance of the city and countryside.This research analyzes the city and countryside distribution situation, according to the recent data, which was written in Education statistics yearbook (2007), about teacher quantity, quantity proportion of students and teachers, sex and age, school record and title, teacher discipline structure, teacher change and so on. The aim is to understand the present situation and the disparity of our country city and countryside teachers; pay attention to the related situation through the case research and interviewing the teacher mobility; especially analyzes the city and countryside teacher's demand and the particular benefit by collecting the agent which makes the city and countryside teacher flows; analyzes teachers' satisfaction or neglects in different policies in order to analyze deeply about policy income and policy cost; then make some individual suggestions, to improve the policy implementation effect, to promote city and countryside education balanced finally.The research is implementing completely the idea of Humanist, that is ,from paying more attention to teachers individual needs and different benefits, through analyzing teacher's income and cost, to study how to increase teachers' policy income, to impetus national policy smooth implementation and promote national policy implementation actual effect to realize the final goal—balanced education between city-countryside and harmonious society.
