The evaluation and employment system of the college and university teachers'title is one of the most important systems in China's higher education. Whether the establishment of this system is reasonable and complete, the implement of this system is standard and effective, restrict the quality of teachers in higher education directly as well as the quality of the higher education. This study has applied a literature-based methodology, using the files of laws and policies on the evaluation and employment system of the college and university teachers'title. We have combed and analyzed the history and characters of the evaluation and employment system of the college and university teachers'title during the last half century, aiming to draw experiences and lessons from the past and provide references for the current reform and development of the system. According to our study, the evaluation and employment system of the college and university teachers'title in our country has underwent 3 stages since 1949 : the assignment stage, the evaluation stage and the transition stage from evaluation to employment. During this progress, the relationships between key and balance, subject and object, standard and simplification, distinct and blur, administration and academy, executive class and basic level, intrinsic and extrinsic have always existed. Problems in current evaluation and employment system of the college and university teachers'title are still prominent. According to the analysis of the theories about teachers'evaluation and the new institutional economics, and drawing experiences and lessons from American, the direction of the reform of the system should be as followed: unswervingly implement the teachers'employment system; distribute authorities and evaluate among persons of the same profession; insist the integration of the diversification of the professional standard and the centralization of the academic standard. We should simplify the system on the basis of norm; adhere to the coexistence of short, long term and life long employment; Persist the guideline of encouragement, combine employment and cultivation. And we should focus on the management after employment, which is earnest and down to earth. The coordinated measures of the employment should be operated systematically, integrally.
