As the <> says, issued by Chinese communist party central committee in June 1999,"In today's world, science and technology is making phenomenal progress, knowledge economy is on the horizon, nation's power competition is becoming fiercely. It gives us a more impelling demand for training and bringing up new generation citizens of our own country in 21st century, because education plays a basis role in forming comprehensive national strength, the strong and weakness of nation's power is more and more depended on worker's inner quality and on the quantity and quality of all kinds of talented people."To enforce the <>, a new round reform of the fundamental education course is on the road. <>(briefly, <>) was drawn up and issued by ministry of education in July 2001, indicating that'health first'is the guiding idea, aiming at raising the whole healthy level of students at the facets of body, psychology and social adaptive capacity. It was tested at some testing areas in September of the same year. From September of 2005, every original grade of primary and middle school in compulsory education must start the new course. To date, <>has been enforced for a few years, a research on the contradictions and difficulties met during the enforcement of <> in junior high school in GUANGXI province has conducted. This research will provide valuable reference for the regional education department to draw up and enforce measures suitable for this region and benefit the educational reform development towards a scientific and healthy direction in a strongly theoretical and practical meaningful way.The investigation objects are 76 junior high schools and their 355 sports teachers enrolled from cities, counties and towns in GUANGXI province. The investigation and research are based on the problems and difficulties raised during every steps of the enforcement of using approaches like literatures and materials, questions and answers, mathematic statistics approach, logical analysis approach, visit and talk and field observation. The contents of the research includes: what problems and difficulties has appeared during the enforcement of the , what's the subjective and objective ingredients affecting the enforcement of the , some constructive suggestions to solve these problems. The results of investigating as follow:(一)There are gaps during the process of enforcements of between the hierarchical schools in towns, counties and cities. The junior high schools in cities have almost fulfilled the , the enforcement of cities is better than the one in counties which is better than the one in towns, but there still are some schools that have not followed the .(二)The training course for junior high school teachers in GUANGXI is not optimistic as we have planned, most of teachers think that the training course is not helpful to their practices, and even there are little opportunities for teachers in counties and towns to be trained, or training formalism is simply. (三)A part of sports teachers feel having no idea to follow the , there are too many students in a class than they can control properly, the organization of teaching and evaluation to teaching in are difficult to be enforced and it is subjective to evaluate the students learning effect. (四)the development and exploitation of course resources are confusing problems to front lines of sports teachers who indicating that there are contradictions between reform of new course and senior high school entrance examination, between'health first'in and'security'cared by schools;(五) there are gaps between schools in different levels in their understanding of teaching spirits in , some extreme situations exist in the process of practices, the system of should be improved better. (六)there are many ingredients blocking the enforcement of , the primary ones are problems itself in , attentions and supports from leaders in education system, qualities of sports teachers, training course for teachers, block of traditional teaching thought, difficulties of developments and exploitations of course resources and sports atmosphere of schools and so on. Consequently, this paper gives some reference suggestions to eliminating those ingredients affecting the enforcement of and provides some theories to guide the practices of comprehensive enforcement of .
