The thesis orientates middle schools of Guangxi and has as targets of investigation people in charge of physical education in departments of education in different places of Guangxi and teachers in middle schools of Guangxi. Then the author accumulates, arranges and analyzes material concerning "Health Standards of Students'physique"(which is called "Standards"for short in the followed"on the Net of Full-text Journals of China and other nets of education in the documental, surveying, investigation by questionnaire and mathematical and statistical methods. Finally the author investigates and analyzes the current situation of implement of "Health Standards of Students'physique"and studies its countermeasures in the thesis. "Standards"came out in July, 2002 with the guideline of "Health is the most important"to act in the spirit of "`State Council's Decision concerning Reforming and Developing Elementary Education". In 2002 "Standards"began to be tried out and it was enforced formally in 2004. "Standards"replaces the parts of "University Students'Standards of Qualified Physical Education", "Middle School Students'Standards of Qualified Physical Education"and "Pupils'Standards of Qualified Physical Education"in "National Standards of Physical Education"and it is at present the evidence to evaluate the level of health of students's physique in schools. Now "Standards"is in the initial stage of implement and the stage of decisive importance as well. Guangxi is one part of the system of reforming the national "Standards". Owing to its special geographical location, economic situation and social culture, etc. its situation can reflect roughly the situation of implementing "Standards"all around the country, which, as a result, can provide realistic evidence for departments concerned in Guangxi to make decisions, and for Western Region to quicken the step of reforming courses and shorten the gap between developed region and Western Region, and provide theoretical and realistic evidence for schools of different kinds on different level to set up appropriate aims and to lay down the plan of reforming and moves of implement. The author investigates the current situation of "Standards"mainly from the five perspectives and analyzes the result in details. The author expounds that the macro-implementation and concrete implementation of "Standards"in middle schools of Guangxi at present are not up to the requirement of Ministry of Education, which is reflected in the low proportion of schools implementing "Standards", the low rate of equipment allocated and departments in charge and schools not drawing up the systematical work program and plans. On the aspect of management and organizing, assignment and requirement of departments in charge of physical education in Guangxi are unclear; regulations of supervising are imperfect; leaders of schools didn't pay enough attention to physical education; classes of physical education are troubled by some factors, such as social prejudice against physical culture and lacking of equipment for doing physical exercise; students have little chance to do physical exercise scientifically and the time they spend on physical exercise is not enough; the reformation of the course of physical health lags behind; As to teachers'quality, although most teachers of physical education in middle schools of Guangxi are eager to make progress, their consciousness of reformation lags behind. They fail to understand the content of "Standards"fully. What's more, they are not familiar with testing methods nor skillful in using the standard of scoring. Their the professional quality, on the whole, doesn't meet the requirement of "Standards". The difficulties middle schools of Guangxi enforce "Standards"emanate from: (1)the proportion of equipment allocated is low and the stability is poor; (2)low status of physical culture in society and little attention on physical education; (3) criterion of scoring in "Standards"is hard to grasp; (4) middle schools are short of physical education teachers; (5) it is concerned about students'ability of understanding and comprehending; (6) there are little theoretical support and experience of reference concerning the implementation of "Standards". The problems above originate from two aspects: the low social status of physical culture and little attention to school physical education and backward development of economy and culture in Guangxi. Various places have different situations and the difficulties are varied but on the whole, it is hard for middle schools in Guangxi to make "Standards"universal in short time, especially for middle schools in countryside. In course of investigation and study, the author has found some controversial issues, such as: there isthe contradiction of the national forced implementation of "Standards"and local actual conditions on which it is hard to implement "Standards"; whether the implementation of "Standards"is to reduce the pressure of physical education teachers or increase the burden of students; the implementation of "Standards"has the mark of the industrialization of school physical education; the national unity and the development of local economy and culture are imbalance, etc. Based on analyzing the investigation on implementing "Standards"in middle schools of Guangxi, the author puts forward to countermeasures: strengthening the macro-control of "Standards", perfecting the rules of monitoring, dividing levels of school more precisely, making sure requirements schools on every level, advancing the understanding of "Standards", making clear the guideline, grasping the keys to implement, publicizing the social functions of physical education more thoroughly, looking for companies'financial support to strengthen physique health of the whole and promoting the individual physique health.
