Along with the constant improvement of economic strength and entering a new stage of building the well-off society in the whole country, promoting the balanced development of compulsory education has become the essential concern and strategic choice of developing China's compulsory education presently. At the current stage, solving the problem of unbalanced development of compulsory education is to realize the balanced allocation of education resources in the end. The allocations of education resources mainly include the allocation of financial resources, the allocation of material resources and the allocation of human resources. The allocation of human resources primarily means the allocation of teachers. To realize the balanced development of compulsory education, material conditions are the foundation and precondition to guarantee the equality of education course. Besides the essential material condition, it doesn't always establish a high-quality education if the human resources are not be developed and maneuvered totally. Even if the schools of the same conditions, the quality has a wide gulf among them if the functions of human resources are produced differently. Accordingly, we couldn't realize the real balanced development of compulsory education finally. Teachers are the fundament of educational development. The unbalanced allocation of teachers affects the development of education enterprise undoubtedly. Consequently, solving the problem of unbalanced allocation of teachers becomes the key to realize the balanced development of compulsory education.The paper regards literature and investigation as the principal research methods and probes into the problem of teachers' balanced development at the stage of compulsory education comprehensively and thoroughly. The paper falls into five parts. The first part is introduction. The second part starts with relevant concepts of compulsory education's balanced development and expounds the balanced allocation of teachers is the foundation of balanced development of compulsory education. The third part investigates the current situation of the unbalanced development of teachers at the stage of compulsory education from numerical distribution and structure configuration. The forth part analyzes the reasons for unbalanced development of teachers at the stage of compulsory education. There are many reasons for creating the unbalanced development of teachers at the stage of compulsory education, including historical reasons, economic reasons and education system's reasons. The fifth part proposes countermeasures to promote the balanced development of teachers at the stage of compulsory education combine with actual practice.
