Then explore the balanced development of compulsory in the county, and analyze its meaning and theoretical basis.Based on the above, I analyzed the balanced development of compulsory education in a county, trying to find the problem, and put forward corresponding countermeasures.The main problems of the balanced development of compulsory education in this couty are as follows.Class sizes in primary and secondary schools of the county central region are overcrowding. It is difficult to guarantee the quality of teaching. This county still needs to improve teacher qualifications and professional titles. The source of urban and rural primary students is not balanced."Hardware" school conditions are quite different between urban and rural areas and inter-school. The layout structre of schools need to be further improved.In order to solve the abobe problem, the author analyze the reasons and learn from the experience of a balanced development of compulsory deducation at home and abroad, try to give the following corresponding countermeasures.Regulate the city centeral area primary and secondary school students in class sizes to improve the quality teaching.
