Study On The System Of Crisis Management And Prevention In The Universities And Colleges

Since the recorded history, human society always faces many kinds of crisis. The process of the development of human culture is the process of replying the challenge of all kinds of the crisis at the same time. At present, sociologists general consider that our country already have entered high-risk society with crisis. Institutions of higher learning as an important organization in the society, it is easy to become the place taking place crisis because of densely populated and collecting of talent. If the teacher and student in the universities and colleges don't have the high consciousness of crisis, don't have the serious measures of management and prevention, it will be take place crisis easily. More and more managers in the universities and colleges general realize that crisis management has already become an important content in the universities and colleges management. However, how to strengthen prevention of crisis, build system of crisis management and prevention in universities and colleges, prevent the happening of crisis and lighten consequence of crisis are the most important parts in the crisis management of universities and colleges.This paper takes crisis management theory as the theory instrument, through document and data, comparative research, theory analysis, case analysis unfold the study on the system of crisis management and prevention in the universities and colleges. There are six parts in the paper. In the first part, starting with the crisis management theory, clarify the associated concepts of universities and colleges' crisis management, definite the characteristics, types and stages of universities and colleges' crisis management. All these form the theory framework of the task. In the second part, starting with the cause's analysis of the crisis cases in the universities and colleges, analyze the present situation of the crisis management and prevention work in the universities and colleges and summarize the result and weakness. In the third part, taking American and Japanese universities and colleges' crisis management and prevention work as the example, so that we can see the enlightenment to our universities and colleges' crisis management and prevention work by summarizing international experience. In the fourth part, in connection with the problem of the crisis prevention in universities and colleges, build the prevention system of universities and colleges' crisis management. At the same time, according to the rules of higher education management and combining with the associated links in the system, it provides realizable ways and methods and sets up parts of the work models. In the fifth part, taking Jiangnan University Emergency Plan of Public and Unexpected Case as the example, it does the substantial evidence analysis combining with designing theory of universities and colleges' crisis management and prevention system and it provides improved suggestion at the same time. In the sixth part, it sums up the main idea of the paper and looks into the research direction in the future.Through the research, this paper considers that a perfect crisis management and prevention system should be a closed control system, which includes making crisis prevention strategy, building crisis management plan, setting up information communicating channel, doing crisis early warning, founding crisis handle emergency plan, forming crisis management organization, developing crisis education training and so on. In this system, formulating crisis management strategy takes the whole situation into account and plan accordingly and takes an important play in the whole prevention system. Crisis early warning, founding crisis emergency plan, building crisis management organization system and ability training of crisis handling, all these are the sub-systems which are both associated and independent. Constructing plan and information communicating channel in crisis management run through the whole crisis prevention system from beginning to end and have closed connection with every sector. In the real work, every aspect of the prevention system has its own working content and realizable way.
