A Study Of Problems And Countermeasures On Crisis Management In Colleges And Universities

Crisis management is an important part of modern public management. From the point of view of management in colleges and universities, campus crisis is a kind of public crisis management. University crisis events refers to things that occurred suddenly on campus or were associated with the members in colleges and universities without the prior warning; they may result in serious threats to the normal order of education in colleges and universities, and other adverse consequences, however, with its own manpower and resources, it is difficult for the university to solve the events effectively and immediately.Colleges and universities have become an important constituent part of society. In recent years, university crisis events have been reported by media time and again, such as problems of food quality and the price dispute, the security of student hostel, the student status management, epidemic, fire, etc., therefore, high attention from all walks of life has been paid to these events.The categories and characteristics of university crisis management have been analyzed in this paper. It has been classified from the perspective of organization range, basic causes of crisis and the nature of the crisis event and it has been generalized from burstiness, diffusivity, activeness, groupment and sensibility. This paper has pointed out some problems about university management, such as weak crisis management consciousness, imperfect management system, short of legal support and lack of problem solving ability. These problems can have some complex reasons, mainly including the influence of social environment, the inefficiency of the internal management of colleges and universities, challenges caused by new media like web and the self quality of undergraduates. They are factors from objective environment and subjective characters like subjective will, personal experience and the grade of maturity. They are the hidden trouble that can cause various management crises in colleges and universities. Once polymerization reaction occurred, negative results come.This paper, take the crisis management of colleges and universities in the US and Japan as an example, has analyzed the experience and strategy of crisis events of foreign colleges and universities. Countermeasures and suggestions for campus crisis management have been put forward as to the current situation of campus crisis management in China. Firstly is to establish the training and education mechanism of crisis awareness; secondly is to establish emergency disposal mechanism for sudden events; thirdly is to establish efficient communication mechanism; the fourth is to establish risk evaluation mechanism; the fifth is to build a hidden resolving mechanism; the six is to establish undergraduate mental crisis intervention mechanism; the seven is to strengthen crisis legal construction; the eight is to reinforce the construction of harmonious campus; the nine is to pay attention to the application of new media and the ten is to lay emphasis on the conclusion after crisis. With careful analysis the reasons and the whole solving process of crisis events, some problems will be discovered to further complete various systems and monitoring mechanism, therefore, the awareness and ability of campus crisis prevention and control can be effectively enhanced to establish cultured and harmonious campus.
