In China, ethnic minorities' bilingual education is mainly for ethnic language and Chinese language education, it is an important basic subject in the minority education. Learning Chinese and minority language well is not only the basis of learning other subjects, but also has great significance for minority students to continue their studies and engaged in all fields of work. In ethnic minority areas of China, bilingual education has been carried out over a relatively long period, and achieved certain results. But during the developing of bilingual education, there are many new contradictions and problems, which existing to varying degrees in many ethnic minorities.According to the researches, the teaching effect of bilingual education in Aba Tibetan Area region is not satisfactory. Parents and schools choosing two existing bilingual teaching mode that populated in Tibetan areas blindly, the lack of bilingual teachers, the lack of Chinese language environment, the lack of suitable learning resources for Tibetan, improper selection of bilingual teaching materials, slow developing of school's information construction, lead to minority children to learn Chinese poorly.In the study, Tibetan-Chinese Bilingual Education software which base on the etymological teaching system of teaching of learning characters through multi-media technique has been developed. We started experiment of teaching of learning characters in primary schools in Aba Tibetan areas. The experiment is expected to using the etymological teaching system of teaching of learning characters through multi-media technique in the teaching of Chinese language in Tibetan primary schools. This approach can improve the effect of learning Chinese characters of Tibetan students. The students become interested in learning Chinese characters. At the same time, it can improve Chinese teachers in the information technology capacity and the humanistic quality.This research approaches are experimental research method, visit and talk method, and observational method. In experimental study, we did the same group experiment in Grade 1-9 school system of Tangke. The experimental results show that:1. Comparing to the traditional way of teaching literacy in Tibetan areas, using the etymological teaching system of teaching of learning characters through multi-media technique in teaching of learning characters is more vividly, and it creates better Chinese learning environment for students. 2. Through the experiment, it improved the effect of learning Chinese of Tibetan students to a certain degree, and stimulated their interest in learning Chinese characters.3. At the same time, it found that the Tibetan-Chinese bilingual education software can be used as teaching resources in the Tibetan bilingual teaching.4. Through the experiment, Chinese teacher's information technology capacity has improved significantly.
