Teachers evaluation is a value judgement that carries on to the quality of teachers and the performance of the work. Teachers evaluation has an important part in the basic education reform and is increasing access to a wide range of concerns. By using the methods of questionnaires, interviewing, observation and analysis of the case. The author deeply analyzes the problems of teacher evaluation, which focus the examination results of students on the most important evaluation indicators to judgement, identification, rewards and punishment.The implementation of basic education curriculum reform has raised new and high demand to the teachers. It offers teachers unprecedented opportunities and challenges. Under the guidance of the ideas of new curriculum reform, based on my school as a case study, the author defines the school-based teacher evaluation and discusses the basic idea, the basic principle and the basic characteristics. On the basis above, the author defines the design concept of the school-based teacher evaluation, which promotes the teacher development as the main aim. And conceiving on the basis of the school-based teacher evaluation is that pluralistic subjects participate in evaluating procedures. It pays attention to the performance evaluation of teachers and timely gives feedback for teacher evaluation results. In practice, based on the case study, from the evaluation content to the evaluation criteria, the evaluation scope, the evaluation process, and so on, the author designes to implement school-based teacher evaluation, and to promote the development needs of teachers and schools to the unified integration.Scientific, objective and fair assessment of teachers can comprehensively enhance the overall quality of teachers, and promotes the professional development of teachers. However, in real life, there is not perfect, ideal teachers evaluation programme. In the operation of the programme, it always has the emergence of new problems and new situations, and it makes the evaluators to think, to analyze, to solve the problem. Therefore, a good evaluation programme always in practice continuous improvement and sound.Overall, the idea of writing this article is in the first to analyze and criticize the existing problems of teachers evaluation, and then to demonstrate the development-oriented teachers theory in school-based teachers evaluation, which enriches the study on the teachers evaluation and enhances the issue of concern and reflection from the education administrators. Besides, it can also offer some valuable reference for the execution of teachers evaluation system reform.
