Teacher evaluation is an important component of the education evaluation system, which is also a generally concerned field with core significance in the present elementary education reform of our country. "Elementary Education Curriculum Reforms Summary" (implementation) definitely claims: "establishing the evaluation system that urges teachers to advance continuously, which emphasizes the analysis and reconsideration of teachers to their own instruction activity; and establishing the evaluation regulation that is majored by teacher' self-evaluation, while in which the headmaster, the teacher, the student and the parents co-participate together, so that teachers can obtain information variously and improve their teaching level unceasingly." Thus it can be seen, in the educational environment of informationalization of current new curriculum reformation, the developing guidance of teacher evaluation tends to developmental evaluation whose primary purpose is to promote the teacher's future development. This is not only the essential request that the informationalizing education time asks for teachers, but also the effective way to promoting teachers' career development, and improving teacher group's specialization level.Generally, the primary and middle schools of our country still carry on the awarding-and-punishing teacher evaluation regulation, and the statistical data are counted by hand. In view of this situation, and complying the demand of new curriculum and informationalizing education, this article draws out this research topic, beginning from the introduction of the insufficiency that exists in present teacher evaluation of our country. In the article I introduce the domestic and foreign development situation of teacher evaluation, and expound the basic idea and connotation of developmental teacher evaluation. On the basis of investigation of the present situation of current middle school's teachers evaluation, and integrating the actual teacher evaluation work in the Attached Middle School of Zibo Normal College, combining various investigates and studies, I work out the developmental teacher evaluation index system that suits to the teaching actuality of the Attached Middle School. And then data supported by this index system, taking use of the B/S system structure, I design and develop this "Developmental Evaluation System of Teachers Based on Network" by the technology of Asp and Access. The questionnaire survey, the significance examination and visit, carried on to the situation of this system's operation and test, confirm practical application value of this research.
