Basic education curriculum reform asks the pre-service teachers' teaching ability for the increasing demands. However, a lot of new teachers after graduation embarked on jobs, in the face of the actual teaching problems at a loss, they are unable to grasp theoretical knowledge into teaching ability, it often cost three to five years to adapt the actual situation, at last, they are competent for the job. In order to meet the needs of basic education curriculum reform, raise new teachers adaptability after they start to work, this study think pre-service teacher education should reform from the curriculum and teaching methods, and so on, during the pre-service teachers education, it should foster their technical ability. Focusing on this purpose, this research fulfilled the following tasks:Firstly, put forward that pre-service teacher technical ability is indispensable during pre-service teacher education. Focusing on new teachers teaching needs, pre-service training of teaching ability, pre-teacher setup of education curriculum and teaching methods' application, we sort out literature, define four aspects of pre-service teacher technical ability: teaching cognitive ability, instructional design ability, teaching implementation ability and teaching regulative ability.Secondly, according to the framework for examining pre-service teachers' technical ability, we design questionnaires and interviews outline, then analyze and discuss the investigation results. The investigation results showed that with the rich of teachers teaching practice experience, the teachers technical ability become higher, especially those who work less than five years, they are lack of the four aspects in teachers' technical ability. Through interviews, we know the specific performance and approach which new teachers improve their technical ability, which provide realistic basis for the design of pre-service teacher technical ability training programs.Thirdly, through the interview of middle school teachers and leaders, we know the defects, for example, the current Normal Colleges' curriculum and teaching methods have outdated theories, backward methods, which are unable to foster pre-service teachers' teaching ability. Therefore, this study starts from the pre-service teacher technical ability point of view, combining suggestions of middle school teachers, setup theoretical and psychological curriculum, teaching study and skills curriculum, practical education courses; On the design of curriculum teaching methods, we insist on the principle of integration theory with practice, embody " learning by doing ", "learning from examples", combine heuristic teaching method, trial teaching method, micro-teaching methods, video case teaching methods, network learning, virtual scene teaching and so on.Finally, the reform and implementation of pre-service teachers' teaching ability training program is a step-by-step process, which need not only the Normal Colleges' policy, the school guidance support, but also changing of teachers' traditional education concepts, building hardware and software instructional environment, reforming instructional evaluational system and so on. Whether pre-service teacher educational curriculum and teaching methods have expected results, it needs long-term test, this study discuss and analyze the existing researchers' applicational results in trial teaching methods and video case teaching methods.
