| "Migrant workers" is a concept unique to China, and this group has become the mainstay of China's industrial army. However, the objective reality that the low level of their cultural qualities and skills serious constraints on its playing a greater role in the city economic construction. Strengthening the migrant workers' vocational training can solve the "Three Rural Issues", promote the process of urbanization; and ease "shortage of migrant workers" ,make up for the objective needs of the manufacturing gap; also it is an effective way to integrate education resources and expand the room for development of vocational education . It is a pressing task that has a significant impact on the construction of harmonious society, the concept of scientific development, the construction of new rural, etc .At present, the migrant workers' vocational training almost arranged by the governments , and its meaning, effectiveness and efficiency have not yet achieved the desired objective. Training system is not yet mature enough, the system research is still very inadequate. There have many specific issues, but the most fundamental issue is that : the Participants who involved in the vocational training of migrant workers deficient a cooperation system which is effective, open and flexible. Only the governments, enterprises, training agencies and migrant workers, as well as other participants display their own functions, the effect can beupgrade. This paper focus on the Multi-Cooperation mechanism. First the paper studies the relevant theory and experience at home and abroad, then construct the theoretical model. Based on the Positive study of Zhejiang, analyzes the problems during the training. Finally, gives the theoretical suggestion which in perspective of multidisciplinary such as sociology, economics, education, and make corresponding policy recommendations. It is expected to provide the theoretical basis and reference on the Public policy's designation, implementation and improvement.
