Such research would be of great importance to the reinforcement of the technological advances and economic development, the modernization and the fulfillment of a well-off society.There are some problems existed in the industrial structure of Hubei Province, such as the proportion of primary industry is on the high side and the internal structure is unreasonable; the second industrial structure adjustment makes little progress, the structural contradiction is conspicuous, and the industry's quality is on the low side; the tertiary industry develops in small scale, its level is low and present the structural defect. The industrial structure problems have caused a series of problems of talent demands. For example: the professional technician is out-of-balance in proportion, rural practical talents grow up slowly, high-level talents in innovative, compounding type are rare and so on. The cause of talent's problems has reasons in many aspects such as talent's idea, talent's investment and talent's marketization dispose, and also influenced by talent's management system and specialty offered of higher education.During in period of "Eleventh Five-year Plan", the construction of talents in Hubei should centre on the strategic objective of social and economics development. Establish scientific talent's view, put effort to improve the quantity and density of talent in the primary industry and secondary industry, adjust the talent's distributing in secondary industry actively at the same time, and develop all kinds of talents that the modern service trade needs badly in the tertiary industry. Perfect the talent system in conformity with industrial structure adjustment progressively; regard improving scientific and technological innovation ability and carrying forward scientific spirit as the core, train and bring up a number of high-level talents with international and domestic advanced scientific and technological levels; take social demand as the direction, advance the reform of higher education structure actively, train, bring up, a number of high skill talent with knowledge and high-quality; according to the characteristic of different talents, set up omni-directional talent training network, build Hubei into collecting and distributing center, talent's training center and personnel exchange centre in the middle part and even of central and west regions.
