Research On The Support Of Talent Structure To Industrial Structure Of Shanxi Province

In the era of knowledge economy, talent structure optimization is the core support to industrial structure adjustment. As the important energy supply base in China, the industrial structure of Shanxi Province had imbalance and unreasonable problems due to the excessive dependence on the development of coal resources, thus has affected the sustainable development of economy and society. In September2012, The overall plan of Shanxi Province Transformation comprehensive reform experiment proposed to focus the focal point of developing the transformation on the optimization and upgrading of industrial structure. However, the talent working conference of Shanxi Province pointed out that the existing talent structure was difficult to adapt to the request of the industrial upgrading and transformation development, and that the future talent work would provide strong support for transformation spanning development. Therefore, the research on the support of talent structure to industrial structure of Shanxi Province will help to know the mechanism of action of talent structure to industrial structure and its existing problems in the past, and thus to be able to formulate the talent development plan of this province, so as to effectively promote industrial structure adjustment and economic transformation development.On the basis of carding the research status at home and abroad, and on the foundation of talent structure, talent structure adjustment, industrial structure evolution, industrial structure adjustment and other theories, the paper uses literature study, factor analysis and regression analysis and other methods to do the following studies:(1) On the basis of the analysis of influence factors about talent structure and industrial structure, it elaborates the interaction mechanism between talent structure and industrial structure from two aspects of industrial structure defining talent structure and talent structure supporting industrial structure;(2) It analyzes the basic situation of the talent structure of Shanxi Province from age structure, educational background structure, industrial structure and urban and rural structure; and it also analyzes the basic situation of the industrial structure of Shanxi Province from three aspects of rationalization, upgrading and ecologicalization;(3) Based on the principles of evaluation index system construction, and connecting with the economic development characteristics of Shanxi Province, it respectively constructs the evaluation index system of talent structure and industrial structure of Shanxi Province, applies the factor analysis method to extract the respective principal component, and then studies the directions and intensities of the support of talent structure to industrial structure of Shanxi Province through the regression model;(4) According to the results of empirical analysis, it puts forward policies and suggestions that strengthen the support of talent structure to industrial structure from four aspects of strengthening the investment in talent, enhancing the quality level of talent, optimizing the industry configuration of talent, and improving the output efficiency of talent.The main conclusions of this paper:(1) According to its contribution, the main composition inside talent structure of Shanxi Province is in turn:talent input and output structure, talent industry and education structure; according to its contribution, the main composition inside industrial structure of Shanxi Province is in turn:industrial structure rationalization, industrial structure upgrading.(2)During2000-2011, talent structure of Shanxi Province had a great positive support to the industrial structure, to be specific, talent structure played a great positive support to industrial structure rationalization, and had inapparent and negative support to industrial structure upgrading.This paper applies factor analysis method to know the internal main composition of talent structure and industrial structure respectively, and then studies the relationship between the two, which can grasp the direction and intensity of support of talent structure to industrial structure both from the whole and the specific composition inside. This method can make up for the partial and fuzzy defects existing in previous studies on the relationship between them, which is the innovation of this article. In addition, the systematic analysis of the interactive mechanism of talent structure and industrial structure can help to have a deep understanding of the interaction relations between them; the empirical research aiming at Shanxi Province is conducive to better talent planning for Shanxi Province, so as to promote industry transformation development.
