To meet the needs of high-quality social and economic development,to continuously deliver highquality technical and skilled talents to the society and to build a brand of higher vocational education with Chinese characteristics,each province has implemented the "double high-levels plan" one after another,devoting itself to dancing the "leading role" of vocational education reform and development.The " double high-levels plan " has been implemented one after another in each province,aiming at building several highlevel vocational colleges and high-level specialty groups,leading vocational education to cultivate tens of millions of high-level technical and skilled talents,and becoming a significant force to support the regional economy,promote social transformation and serve national strategic development.Based on this background,this research takes the construction of high-level specialty groups in Henan Province as an example to launch a relevant investigation.By combing through the relevant literature,it is summarized that the construction of specialty groups in higher vocational colleges in China has gone through four development stages: exploration,pilot,popularization and optimization.And three characteristics of change are summarised from the development history: in terms of macro policy,it has changed from the initial piloting of model schools to the full implementation of the " double high-levels plan ";in terms of practical orientation,it has expanded from internal to external education;and in terms of cultivation objectives,it has changed from a relatively utilitarian employment promotion orientation to serving the career development of students.The research was conducted with the heads and front-line teachers within the six high-level specialty groups construction units in Henan Province as the respondents.A combination of research methods such as literature,questionnaires,interviews and case studies were used.The current situation and problems of the construction of high-level specialty groups in Henan Province are analyzed according to five dimensions: target orientation,resource sharing,integration of industry and education,faculty team and institutional guarantee.After combing through the existing literature,questionnaire data and interviews,the following problems were found in the construction of high-level specialty groups in Henan Province: deviations in target orientation;divergence in resource sharing;insufficient depth of integration between industry and school;lack of faculty level;and inadequate guarantee mechanism.Two distinct national high-level specialty groups were selected to help the construction of highlevel specialty groups in Henan Province to provide some thoughts and references.Their construction experiences were analyzed in-depth,summarizing the four standard features behind their successful experiences:the specialty groups are early and have accumulated a good foundation for construction;the logic of the specialty groups is clear and precisely aligned with regional industries;the curriculum is comprehensively reformed,and the integration of resources are put into practice;industry and education are deeply integrated and school-enterprise collaboration is precise in educating people.The research concluded that optimizing the construction of high-level specialty groups in Henan Province can be done in the following ways: clarify the group logic and form specialty groups scientifically;optimize the professional layout and enhance core competitiveness;improve the training program and effectively align it with the industrial chain;multi-party collaboration to build a solid foundation for resource sharing;rely on classroom reform to drive a more profound integration of resources;to build up the academy with groups and smooth the resource sharing mechanism;strengthen the leading position of enterprises and play the central role of enterprises;deepen the reform of the industry-education mechanism and create a friendly and cooperative atmosphere;create a platform for skills innovation and enhance social service capabilities;innovative appraisal mechanisms to fully motivate teachers;optimize the teaching staff and create a high level of faculty;establish double leaders to set the right direction for the construction of specialty groups.a good teacher training process and a comprehensive training system;explore a pluralistic,open and shared system of governance for specialty groups;construct a performance management system for special funds for the construction of specialty groups;improve the teaching quality monitoring and evaluation guarantee mechanism for specialty groups.
