Teachers' continuing education is the important premise of successful education reform, primary and junior high school teachers' distance learning is a kind of educational important way, but the learning effect still need to improve because of the influence of some obstacles existing. Based on literature analysis and interview research on the distance learning of the teachers, this thesis lias studied on factors and reason baffling primary and junior high school teachers' distance learning :While being the shortage of supports which derives from exterior Study activity, such as law and policy...etc.; Two is the factors deriving from learning process such as lacking learning resources with superior quality, the good service of learning support, perfect learning management and valuation system, primary and junior high school teachers and distance leaning teachers with good quality etc. On these grounds put forward counterplan and suggestion to the obstacles A, strengthen primary and junior high school teacher's distance leaning exterior support; Two, extend course resources to carry out resources sharing; Three, strengthen learning support's quality to raise study aggressive; Four, to raise the teachers' quality of primary and junior high school to stir up study independence; Five, strengthen distance learning management and valuation system; Six, develop the distance learning teachers' quality .
