The public finance is the social security final person in charge, also is one of social security expenditure main origins. At many developed countries, social security expenditure becomes the main expenditure item of public finance. Some countries' actual public finance expenditure in social security exceeds 40%, even attain 60%. But in China, the expenditure that the public finance inputs in the social security is being somewhat low for a long time, until now is 15% more or less. Simultaneously, there exists convenience of rent-seeking while at the expenditure responsibility of local states toward central state in our country. And it is expressed the status quo that public finance expenditure of central state is not fixed, public finance expenditure of local states is "lack" under former fiscal structure. But for the based responsibility to the government, the public finance should for real develop to go to completion from the half of now which include make the mechanism of the central public finance expenditure in the social security regulation, the responsibility of public finance expenditure in social security of local states should to develop from undertaking or little undertaking responsibility to unify the wealth power and the matter powers.Although in fact our country the society security expenditure the level is low, the public finance can't devote to the social security exceeding the limit that it can bear, which exists the future risk of public finance expenditure. How to reform present public finance system and social security system to avoid more social security expenditure lost and how to right define the scale of social security expenditure for cooperating to public finance expenditure, is the direction that we should further study.This thesis consists in five chapters:The first chapter: introduction. It has made the comparative analysis of the Western country social security expenditure crisis and the financial question at this foundation, as comparison research extending.The third chapter: The practice of social security expenditure under the public finance in our country. This chapter is the empirical part. It makes the empirical research on our country's social security expenditure level and the finance social security expenditure level. From the empirical analysis, we may see our country's social security whole level is somewhat low and even mainly origin in public finance expenditure. It is not only lies the social security expenditure gap in the present, also has certain public finance expenditure risk in the future. Therefore, regardless of in the public finance expenditure, the management system and the social security systems all needs the appropriate readjustment .The fourth chapter: The amelioration the system of social security in our country.
