With the enlarging college enrollment scale and the overall implementation of education cost sharing system, Chinese higher education has gained a significant development. The general scale achieved a historic breakthrough so that higher education gradually got into the"popularization stage". With the expansion of higher education and the rapid growth of the number of students, the number of college needy students has increased considerably. According to statistics, in 2005, the total number of full-time students in national colleges and universities (including the full-time undergraduate, junior student, graduate and second-bachelor degree students) is 14.5 million, in which the students form poor families are 2.94 million, accounting for 20%, and particular difficult ones about 1.23 million, accounting for 8%. The existence of needy students'problem is not only the problem of individual, but an issue affects the stability of university and society, and also a problem referring to education fairness and the construction of harmonious society.State, society and universities have taken a series of measures to carry out an active exploration. It has initially formed the "Awarding, loaning, helping, subsidizing, reducing" as the main part of subsidization system for college needy students, which is very important for resolving the problems of needy students. However, with the increasing scale of college needy students, the amount of educational fees is more and more causing tremendous impact on this system. It will remain a long-term and arduous task to construct complete subsidization system for college needy students, in order to combine subsidy and education and cultivate qualified builders of the socialist cause.Based on the human capital theory, the principle of education justice and equilibrium opportunity for education and education cost recovery theory, the study described the concept of needy students, the meaning and subjects of subsidization system and analyzed the present situation and problems of the system. Learning from foreign experience, the study discussed how to construct improving and scientific subsidization system for college needy students. In order to strengthen and improve subsidization system for college needy students, government should establish and improve multi-method collection mechanism, give full play to scholarships for helping functions, promote students'loans system, encourage and develop work and study program, accomplish the psychological relief for needy students and also strengthen associated law system and policy construction and supervision over the implementation of the system.
