As an essential component of modern education, vocational education is the important backbone towards industrialization, production-socialization and modernization. The economy take-off and adjustment of industrial structure in present China are in urgent need of people with practical skills who can work in the very front of manufacturing, service and management fields. Yet China's late start in vocational education with a weak foundation, backward educational concepts as well as inefficient school running systems, has resulted in a slow development of its vocational education and has therefore severely hindered the development of national economy. In this sense, it remains an essential strategic task in present China to push forward the reform of vocational education systems, strengthen vocational education and cultivate highly qualified laborers. As one of the most developed countries in terms of vocational education, Germany is proud of its perfect vocational education systems, strict teacher-training framework and relative vocational education laws and regulations. It's also armed with the "secret weapon" of "dual vocational education mode" which has contributed a lot to its economic take-off. Therefore, we can only find a way suitable for China's vocational education developments by combining China's own practice while referring to existing German experiences.This thesis is divided into four sections as follows:Section 1: The"Dual system"in German vocational training.This section begins by describing the"Dual system"in German vocational training, taking into consideration its evolution, its characteristics and appropriate legislation.Section 2: The possibility of implementing the"Dual system"in tourism vocational schools.This section first of all examines foreign research into vocational training, analyses the success of vocational training in foreign countries and discusses the contribution of the"Dual system"to the vocational training results. The section then goes on to examine the current status of Chinese vocational training and existing problems within it, and takes an analytical approach to focus on the German"Dual system"and evaluate it as a basis for the reform of vocational training in China. It then combines those studies with current practical reforms and research results from recent years in the area of Chinese vocational training to examine the feasibility of applying the German"Dual system"to teaching in Chinese tourism vocational schools.Section 3: The development of teaching materials, setting-up of courses, and building of teaching teams under the"Dual system".This section analyses the requirements for setting-up courses under the German"Dual system", including the development of teaching materials and the building of teaching teams. It then looks at those results in comparison with the current state of course and teaching materials development and existing teaching staff in China, with particular emphasis on the field of tourism vocational training, in order to investigate the feasibility of reforming the courses in secondary-level tourism vocational schools in order to implement the"Dual system", and ways of building high quality teaching teams in order to ensure quality in implementing"Dual system"vocational training.Part 4: Prospects for implementing the"Dual system"in secondary-level tourism vocational schoolsSection 4 concerns the prospects and practical issues involved in integrating the"Dual system"approach to vocational training as it is at present, analyses any issues which may hinder the smooth implementation of the"Dual system"in secondary-level tourism vocational schools, and discusses in greater depth ways of implementing the"Dual system"approach within the Chinese education system as it stands.
