As a developing country with a similar history of China, India has the second largest higher education system of the world. The Indian higher education system has its roots in the system inherited from the British,which is a system of affiliated colleges or universities, based loosely on the nineteenth century structure of the University of London. The university affiliating system could not be neglected by any Indian higher education researcher. The affiliating system, which promotes the popularization of Indian higher education, was appeared with the establishment of Indian higher education system,and developed with the improvement of Indian higher education system. However, it also brought some nagtive influence to Indian higher education because of its self-defects. Therefore, the systematic study of Indian affiliated system could contribute to our understanding of the development and character of Indian higher education, and bring some enlightenment to higher education development of China.With the literature analytical method, the history analytical method, the factor analytical method and the case study method, an systenmatic introducation of the Indian university affiliating system is given in this paper. The first part of the paper introduces the study backgrounds, study significance, the reference review , study methods, and some relevant concepts. In the second part, after the introduction of the connotation of affiliating system, an analysis is made of the cause of the emmergency of the affiliating system, and how was the system established. In the third part of the paper, though the analysis of the social political and economic backgrounds, the development of the affiliating system is devided into three stages according to the policy evolution of the government. The fourth part is about the management mode and college running condition of the affiliated colleges, including the management mode, affiliating regulations, teaching, employment of staff and placement of students. In the fifth part, the reform process of the autonomy colleges is introduced. The obstacles and focuses of this reform are also discussed. In the sixth part, on the basis of the discussion of the former five parts, the significance and weakness of this system are analyzed. And in the last part, according to the lessons from Indian affiliating system, some enlightening guidence are concluded about the development of our higher education, especially the independent colleges and TV universities. |
