As proved in the research on the relationship between education and economy development, education is able to improve and has improved economic growth, by training labor force to obtain more knowledge and skills, resulting in efficiency. It has also been proved in some researches in Asia-Pacific Area in 1990s that a universalized compulsory education indeed plays an important role in the rapid economic growth.However, the issue of school dropouts in rural areas has become a national difficulty in the process of rural education development. Even though the basic state policy of 9-year compulsory education has been implemented for many years, and, to some extent, certain achievements have been made, yet school dropouts in rural primary and secondary school are still very common. In the view of reality, on one hand, although the government has instituted a series of measurements to derate educational charge, it still seems to be a burden to the majority of rural families; on the other hand, the fact of lower educational yield and the pressure of employment after higher education will mislead their views of education. Therefore, it makes important sense to probe into the roots of school dropouts in rural basic education process. Besides, it also provides referenced value for proving theory and introducing policies.Till now, there have been many surveys on rural pupil enrollments, one of which, taken by the Ministry of Education, has shown that the percentage of junior high school dropouts in 60 counties is more than 7%, even up to 10% in some particular areas. So the dropout phenomenon in junior high school is much more serious. Why? The previous researches on this subject mainly focused on the factors of 'economy'. However, the main factors might have changed, because the government has made a great effort on it. Then, what are the current causes? Based on the previous researches, this paper will demonstrate the changing process of the compulsory education system and tend to economically research the behavior of rural families educational decisions. Eventually regarding rural junior high school students as the main object, we try to find out the truth of the dropouts in countryside by analyzing both income variables and non-income variables, so as to obtain a comprehensive and rational cognition.
