China is a multi-ethnic country, with a rich and varied culture. The rise and development of multicultural education has provided new perspectives in researching on ethnic education of our country. A new reform in curriculum of elementary education has set a pattern of developing and managing curriculum at three levels, which has provided a wide space and system safeguard for multicultural education in ethnic minority regions. Curriculum is the most important way of the multicultural education implementation. The local curriculum should be multiple and authentic with multicultural education ideas. Inner Mongolia is a minority autonomous region, taking the Mongolian as the main body. Hohhot as its capital is a typical ethnic minority region. But for a long period of time, the school curriculum has made more point of developing Han Chinese students'integration of knowledge. It has been neglected that Mongolian and other ethnic groups reflect the diversity of cultural and geographical characteristics of the knowledge system. Therefore, this study based on the basic theory of multicultural education and local curriculum, to analyze the situation and problems of the local curriculum development and implementation in the junior middle schools for ethnic minority in multicultural education background, and to explore its causes. Then I will try to give some advices as to the things.Four following parts form the text mainly: The first part is introduction. It introduces the reasons for selecting this topic, the purpose of this research and its significance, and the research results in the areas of multicultural education and local curriculum. I also gave a brief explaining on approach to the study.The second part is the basic theory of the local curriculum development in multicultural education background, which includes the local curriculum development and the multicultural education background for the local curriculum development.The third part analyses the situation and problems of the local curriculum development and implementation in the junior middle schools for ethnic minority in multicultural education background, and to explore its causes.The fourth Part, trying to give some advices as to the situation, problems and causes of the local curriculum development and implementation in the ethnic junior middle schools for Huhhot area in multicultural education background. Firstly, creating the atmosphere, and improving mechanisms, making locality to play an important role; Secondly, valuing teachers training of the idea and capacity of developing local curriculum; Thirdly, changing the idea, developing and using effectively the local curriculum resources; In the end, setting up scientific evaluation system of the local curriculum.
