Study On Vocational Training Of Non-agriculture For Rural Disadvantaged Groups

The theories of human resources development, management with its successful practices in foreign and domestic have been fully proved that vocational training, especially the non-agricultural vocational training plays a leading and strategic role in promoting rural disadvantaged group's human-capital, eliminating "poor quality barrier" and going-out of the "poverty trap" in the anti-poverty battle. For the biggest disadvantage of the rural vulnerable group is the employment disadvantage resulting. from the unfair education and training treatment, their basic way-out is to be employment in non-agricultural industry. Therefore, the effective means to promote disadvantage group is taking part in non-agricultural vocational training. In this way they could raise their social culture, vocational skills, which are the modern non-agriculture occupation needs by non-agricultural vocational training. In addition, through the labor market or appropriate intermediary services, they could have non-agricultural employment smoothly.Although disadvantaged group non-agricultural vocational training in impoverished rural areas of Hunan Province has scored some achievements, but there are still a lot of problems. Based on the massive investigation, the author has taken a comprehensive analysis of the deficiencies of the disadvantaged group in rural non-agficulttural training: First, the rural non-agricultural training of disadvantaged group shows "three lows": low non-agricultural vocational training grade, low non-agricultural employment and low non-agricultural income; Second, not only the disadvantaged group in rural areas but also the societies lack of enough attention to the non-agricultural vocational training, then make the training small and low quality. All above, under the causes' analysis of the non-agricultural training, the author wants to raise the countermeasures for development of the rural non-disadvantaged group vocational training, and provide some guidance and support for government and training institutions to help rural disadvantaged group.
