With more and more combination of computer technology and communication technology, computers and the Internet play a more important role in modern information society. The appearance and development of the Internet meet the need of application of computers and improve the application to a newer and higher level. With the coming of knowledge-economy era, people focus more on information industry and the relative industries. It is no exception in the field of education.The modern educational technology is based on the modern educational theories, and it is the technology which aims at improving the efficiency of teaching and optimizing the process of teaching systematically and scientifically both in theory and in practice. It solves the educational and teaching problems by studying the learning resources and the learning process which are the targets of educational technology. Educational technology emphasizes on the role of learners, and it systematizes the process of teaching and optimizes the teaching resources. The process of modern teaching method is made up of the following four elements which are interact and have impact on each other: the teacher, the students, teaching material and teaching media through which the teaching material is transferred to the students from the teacher. The application of modern educational technology has a great effect on these four elements. Comparing to the traditional teaching environment, the modern teaching environment is rich in information and it is not limited by time or place. Meanwhile, it has the advantages of the mutual complement of the advantages of human and computer which can take the greatest use of the principal role of learners. The use of new teaching form can cultivate the creative talents. The introduction of modern information technology greatly changes the teaching methods, the mode of learning, the learning environment and learning methods, and it also has new requirements on the teacher and students of the innovation era. The modern educational technology provides more new interactive forms for the teacher and students, but teacher must design the class according to the special aim of the teaching and combine the technology into the teaching down to the earth.Nowadays, the new system of courses in elementary education has stepped into an all-round experimental stage, and the system has been greatly reformed in the following aspects such as the object, function, content, structure, implement, evaluation and management. The series of reforms should be achieved and improved in practical activities in the teaching reform. The classroom teaching is the main teaching activity and the important part in the reform as well. And the modern educational technology plays an important role in changing the teaching forms and in improving the efficiency of classroom teaching. The auxiliary multimedia teaching can adjust students'senses of sight and hearing, incite and combine all their senses organically. Therefore, the knowledge can be unfolded before the students in multilevel and multi-angle visually and vividly which incites the active learning and the atmosphere at class and improves the efficiency of teaching.Based on the author's teaching experience and the theory of modern educational technology, this thesis probes at the optimization functions of modern educational technology on classroom teaching of fine arts: inciting students'interest; improving the visual feature of learning of fine arts; enriching the teaching resources, broadening the learning scope, and improving the efficiency of learning; improving students'accomplishment in fine arts; defining the objects of teaching, emphasizing on the function of mutual effect of teacher and students which is helpful to use new teaching mode as a trail to improve the creativity of students; making full use of students'all senses to incite students'feeling which is helpful to strengthen the moral education. Furthermore, this thesis analyses the questions appeared in teaching practice in using modern educational technology and points out that teacher should realize the characteristics of multimedia teaching and take the following aspects as the first consideration: the features of the subject, the initiative of students, the cultivating of students'new ideas, and optimization of teaching process. Meanwhile, to make use of the technology properly, we should adhere to the following principles: being practical, being suitable, being synthetic, being auxiliary and inspiring. Only by accomplishing all of these, the advantages of auxiliary multimedia teaching can be fully and successfully realized in order to achieve the perfect combination of information technology and classroom teaching. Teachers should take part in the whole teaching process and bring multimedia and on-line information to the students by designing the teaching, choosing and taking use of modern teaching media, and combining it with traditional teaching methods to have a reasonable teaching structure in order to optimize the efficiency of teaching at most by effectively and harmoniously melting the information technology into various courses and all kinds of teaching activities according to the features of the teaching targets and the aim of teaching.
