In the wake of economic globalization, higher education tends to be internationalized, popularized, and market oriented. Universities become the center of economic society and play a far more important role than ever before. Whether they can accomplish the task or not lies in how human resources of higher institutions are managed and exploited, which should first be carried out among teachers because they are the most important human resource of universities. Performance management is the key tache of human resource management. Therefore, performance management in teachers is of realistic significance for higher institutions. By analysis of present conditions of performance management in teachers of higher institutions, the paper argues that problems exist. For example, performance check is considered equal to performance management; single mode of"target-quantification", researching is stressed while teaching is neglected; performance check is usually held annually; the outcomes lack reaction an d proper application. The reasons are the following facts: in value, value orientation is overlooked; in objective, scientific localization is lacking; in thought, relationship is valued and system is ignored. However, the intact performance management respects the teachers'feelings in a better way, stimulates their sense of responsibilities of being host, fully embodies the concept of starting schools: people foremost, teachers oriented by working out together with teachers performance plan, performance fulfillment, constant performance communication, fair performance check and timely performance feedback. It contributes to not only solving problems existing in present performance management of higher institutions, but digging out teachers'potential, propel them to take the initiative, enhancing cohesive force and promoting the construction of harmonious campus.
