Along with the acceleration of globalization steps of international economy as well as the coming of knowledge—based economy, there appears an omnibearing revolutionary. The role of knowledge and innovation in the economic development is becoming more and more crucial. Under this kind of background, on the one hand, the structure of knowledge bases and the way of knowledge production have changed. As scientific disciplines boundaries become increasingly blurred, academic principles of knowledge classification is no longer valid, the network- structure of knowledge bases has changed to the academic-structure of knowledge bases. At the same time, knowledge has been a factor of knowledge production and capital, the knowledge production has become a part of the economic development. On the other hand, technical innovation is expected to replace price become the dominant factor in the market competition, the rate of technological innovation and technical complexity have been improving. This requires innovation in innovative ways from linear to nonlinear innovation model. The former which is characterized by the application and development of basic science knowledge makes knowledge flow from the knowledge mainstay to technical mainstay, the later requires an interaction among innovators based on nonlinear diffusion of knowledge. Affected by the changing economic environment, as one knowledge mainstay, the university has gradually become an economic mainstay and begin to undertake its third mission to promote economic development. The new innovation model needs to focus more on the role of the university, the extent and patterns of interaction between universities and industry needs to change. Through personnel training and offering industry expertise, universities realize their services and coordination functions, cultivate the ability to innovate of the industry, and contribute to the formation of the attraction of talent and other economic players, cohere and integrate regional intellectual capital and production elements, create an economic and social environment conducive to the production and spread of knowledge, ultimately improve the endogenous innovation capability of an economy. In this process, the university will not only get adequate research funding, but also enhance their own research capabilities and improve its organizational structure in order to better fulfill its mission to promote economic development. This paper discusses university-industry relations evolution along with the changing nature, analyzes the success experience of universities' participating in the regional innovation in the United States, India and Taiwan , arrives at the inspiration and meaning of the above theory and practice to improve China's endogenous innovation capability.The full text is divided into six chapters. The first chapter is the introduction which shows the background of this study, the theme of this paper, the research methodology, theoretical and applied significance. Chapter 2 analyzes the innovative features and innovative mechanisms under knowledge-based economy. Compared with the traditional industrial economy, the knowledge-based economy has many new features, corresponding changes have taken place in the nature, content and mechanism of innovation occurred in the mechanism. These changes require the improvement of the status of universities in innovation and better interaction between universities and industries. The third part refers to the history of universities' participation in economic development and institutional economics to research the cooperation between universities and industries. Part4 analyzes the success experience of universities' participating in the regional innovation in the United States, India and Taiwan. Their success is not only common, but all have their respective characteristics, in which the most fundamental point is to create the organizational mechanism beneficial to product and diffuse knowledge under the existing social, economic, cultural background to realize universities' service, coordination and training. Part5 analyzes the evolution of the economic system, the higher education system and the history and current situation of university-industry relations, pointing out that the shortcomings of the mechanism of interaction between universities and industry and the reason for the situation. The last part are some recommendations on improvement of university-industry relations and China's endogenous innovation capability.
