Clan is a traditional culture full of "characteristics of Chinese people". Clan, as a kind of organization and system, played extremely important roles in the rural management of China in the modern time and even before. However, clan was unfortunately considered social "strange" at more occasions and suffered criticisms and pressure in disadvantaged situations. Since the reform and openings, the party and the government have unloosed the politics towards clans. Therefore, rural clans are witnessed stepping at the stage of rural social systems once again after the silence of many years, and begin to play their significant roles to ensure the self-running of rural society. The facts indicate that, to certain extent the revival of clans can reduce the difficulty of the administrative management of the state and cut down great management costs of the government as well as the financial demand of the state to the rural society.However, clan is not the isolated "atom" in the rural society. The existence of clan itself is the "headspring" of many rural contradictions, and then leads to the contradictions among the clans, between the clan and religion organizations as well as between the clan and the grass-roots regime, etc. Among all the contradictions, the contradiction among the clans almost belongs to the most drastic one.This paper chooses two competent clans with different surnames in a village of Hunan Province as the investigating object, and through the election failure of the committee director in a village, applies the game theory to analyze the reasons of failure. Furthermore, this paper attempts to review impacts of the zero-sum-game (non-cooperative game) among rural clans upon the administrative management of the village (town) government and public policies in rural areas. Finally, some effective approaches are also provided to ensure the success of election and the solution of clan conflicts in the paper.
