With the development of society and progress, the idea of freedom, democracy, equality is moreand more popular. In this case, world outlook, the outlook on life and values of the junior middleschool students are changing constantly. How to adapt to the current social moral developmentrequest and set up corresponding to the current social moral value system, has become the core ofthe current social morality construction. And civic education is consistent with the current moralrequirements, especially in the junior middle school stage, waking up the civil consciousness ofjunior high school students, to form the responsibility and right consciousness, moral constructionhas become the key to success or failure. For citizen education especially junior middle schoolstudents, civic education has become a national education is an important issue, the citizen educationof the growing importance of, and constantly deepen the development.In this paper, relevant to the current development practice, first of all, it starts from theconnotation of citizen education, by means of defining the citizens, citizen education and moralcharacter, make people know about the understanding of the macro to citizen education content, andthen starting from the historical development of citizenship education, for the development of civiceducation in detail, make people have more understanding for civic education. Then for the citizeneducation,comprehensive discussion is made on the contents and methodology, make the citizeneducation more intuitive to show.Through questionnaire survey, subject to the influence of various subjective and objectiveconditions, the students’ citizen consciousness is generally not strong, the citizen morality,responsibility is still in the construction.How to deal with this situation, a better popularization ofcitizen education is should be thought about the problem, building a positive, up citizens of theatmosphere, give full play to the moral character as main position of the positive role of education,make students truly feel the significance and role of citizen education become the important contentof citizen education.how to strengthen citizen education also many methods and measures is put forward, such as toimprove teachers’ moral quality and business ability and level, make the teacher education forcitizens have a better understand and grasp; At the same time to combine the content of theideological and moral education, theory with practice, make the students to the identity of the relevant contents of teaching material has a better; Expand channels of citizen’s education evaluation,using a variety of evaluation methods for students to be achieved the goal of civic education toconduct a comprehensive and detailed evaluation, make the students grow civic knowledge, civicskills, to cultivate it into qualified citizens, this is also our ultimate goals to achieve.
