The reflection of this phenomenon in the basic education is that the primary and middle school students should improve their consciousness education.Citizen consciousness is a kind of modern social consciousness. The education for citizen consciousness is an educational project closely related to the national modernization. Healthy and overall citizen consciousness is the key quality of modern citizen and has effects on the development of the national democratic system as well as the prosperity in future. In our country, there is no citizen consciousness in the meaning of modern time, which is mainly about citizens' rights and responsibility. The lack of citizen consciousness has been one of main block in our process of modernization. As the present, it is just in the term when our nation is turning from traditional society into modern society. The school, as a the basic means of educating people, should take the responsibility of setting up the citizen consciousness and developing students' quality of being a citizen to meet the demand of new social situation so that to contribute to the well-being society development. The students of middle school in present age, as the reserve force of modernization in future, should not only learn the modern scientific knowledge but also have modern consciousness. Therefore, enhancing the education in citizen consciousness for the students in primary school and middle school has realistic significance in comprehensive quality of students in primary schools and middle schools and the spirit development, as well as the modernization in our country.It divides into four chapters.
