The basic policy of our country education funds investment is the raising system that financial allocations are primary from state and other channels raise for the auxiliary education funds. Other channels mainly include the funds from the schools established by social groups and citizens, and from the schools contributing by society, the miscellaneous school fees and other funds.With the increase of our country's strategic status in national development, individual and the social demands for higher education also increase. This change makes the scale of higher education expand and move to popularity. However, during this process, our country's higher education faces the financial difficulties, education investment from country is insufficient, between the demands and the supplies emerge a contradiction. In order to resolve this kind of contradiction and cater to this multiple development tendency, we must consummate the higher education multiplication finance system further.The first part of this article analyzes the background which produces the multiplication of higher education fund resources, from four aspects, the intrinsic causes, the external causes, the essential causes and the multiplication development tendency to world higher education funds. The second part analyzes the foundation of multiple resources of higher education funds-- public product theory, the third department theory, the sharing cost theory, the education fair theory. In the third part, the author makes a concrete example analysis for the situation of multiplication in our country's higher education funds from 1997 to 2004, and points out some current problems. The fourth part summarizes the experience of multiplication in American, English, Japanese and other countries'higher education funds. The last part provides certain strategies for consummating multiplication in our country's higher education fund resources further.
