With the development of the higher education and the reform of the educational finance system of China, the higher educational input of Inner Mongolia Autonomous Region has gone through the process that it has turned the funds source with government as the only investor into a multi-channel including government, society and individual, but it still mainly rely on the financial allocations while making other channels subsidiary.Since the 1990s, whether the proportion of the educational input to GDP or the average the educational input per person remains low although the total amount of the educational investment of Inner Mongolia Autonomous Region has largely increased. So the deficiency of total educational input will limit the input of higher education. The large scale of student-recruitment sharpens the contradiction of the resource shortage which has been long accumulated. The insufficiency of the input has become the bottleneck of the development of the higher education of Inner Mongolia which must be broken through. How to solve the problems of the educational funds input, and raising the level and competency of the development of higher education are the most important subjects in front of us.Through the research of the current situation of the input of the educational funds and the problems mainly confronted ,we can disclose the channels and developing space of the funds of higher educational .in order to provide practical materials for the further reform of the higher educational input system .We can also provide consultation on how to enlarge the support of the higher educational input and policy done by governments at all levels so as to enhance the ability of colleges and universities oneself raising funds in many ways and the countermeasures . At the same time, lead the subjective initiative of governments to the development of benefiting education and the social economic efficiency.
