| Owe to the dual structure in urban and rural economy in our country and the education policy during initial stages, basic education took on obvious unbalance gradually between districts. Among them, the unbalance of teacher's resources impacts the whole level of the basic education. It also handicaps the realization of education equity. As a result, it becomes the focus that everyone pays attention to. So some scholars commence to do research on the harmonious development of basic education since the 90's of the 20th century including the balance of teacher's resources. It represents the idea of education equity. On the basis of these studies, some policies are enacted which encourage teachers and the graduate to give lessons in the country in order to balance the basic education. For example,"Notice about implementing the plan'graduates serve the west as volunteers'"(6th,June,2003),"Opinions of Ministry of Education about pushing forward the work encouraging city teachers to support rural education"(26th,Feb,2006),"Notice of office of Ministry of Education about well doing the work of cultivating education masters for the rural schools"(2nd,Mar,2006),etc. The substantial results are affected by some problems in the content and the executing process of these policies. So they need to perfect. This article, based on a study of the background and problems in these policies, puts forward some suggestions in order to promote the education equity. |
