As early as the end of 1980's, a three-grade system of University Teachers' Training, which includes National Grade, District Grade and Province Grade, was formed. University New Teachers' Pre-service Training is operated by the University Teachers' Training Center which is located in the normal university of each province to help university new teachers make up what they are lack of in Pedagogy.In the twenty years' development, Gansu Province has formed a three-grade system in University New Teachers' Pre-service Training. The first grade is operated by Gansu University Teachers' Training Center, which gives new teachers a common pedagogy training aimed at making up pedagogy knowledge. The second grade is operated by each university itself aimed at making new teachers know enough about the university and become familiar with the university soon. The third grade is operated by each college or department of the universities aimed at helping the new teachers get competent for teaching as quickly as possible.Through a full-course presence in No.53 University New Teachers' Pre-service Training of Gansu Province and interviews to the people involved into the program, enough data which are collected show there exist some disadvantages. Misunderstanding the program and passive attitude, limited time and single theory content, ignoring different backgrounds of new teachers, domination of the narrating method, much theory but less practice, ignoring the theory of subject matters, only aiming at getting the "certificate", lack of continuous helpful work, disregarding the training and the inefficiency of tutorial system seem to be serious problems which should be solved as soon as possible.Based on the Theory of Teacher Profession Development, the article puts forward some suggestion and measures aimed at having a resultful pre-service training. The measures of making new teachers know the three grades of training and their aims clearly, adding optional course and classified training for teachers of different backgrounds, adding practical course as well as teaching practice and integrating them into teaching theory of subject matters, fulfilling tutorial system effectively, taking pre-service training as an important and indispensable step to help new teachers to frame their teaching career are for the departments involved into the program, and the suggestion of establishing China University Teacher Education System is for the country authority.
