For a long time, there's a tendency that researchers have always ignored differences between the nationality and the regionality in studying ethnic education. They regard nationality the same as regionality. When doing researches on ethnic education, they just aim at the target nation, excluding other nationalities in the same area or the same nationality in other areas. As a result, the "nationality" of education and constructing strategies for ethnic education are not valid and reliable enough to guide the reform and development of education in nationality areas. Nationalities in China mainly scatter throughout the mainland with minor concentration, and cultural modes vary accordingly. Therefore, when studying education in nationality areas, researchers should not propose that all nationalities live in isolation and different cultures develop independently. When developing education in multinational areas, we should not only take nationality into consideration, but also put education in a specific "setting", i.e., local cultural ecology. To develop education in multinational areas, we should balance the relationship between nationality and regionality of education, avoiding substitution or replacement with each other.In current researches on education in nationality areas, there's a tendency of simplification, i.e., paying too much emphasis on the nationality of education while neglecting the regionality of education. With rapid changes in the modern society and life styles, new properties for the relationship between nationality and regionality arouse. In multinational areas, differences among nationalities are diminishing as a result of living together, and learning from, exchanging and communicating with each other for a long period. Living and sharing in the same area, different nationalities are linked together with regional characteristics. This means regional differences in education are much more obvious than national differences. This is unavoidable. Therefore, education in multinational areas should stress regionality while pay due attention to nationality.
