In recent years,the importance of preschool education,the existing problems and the value orientation of educational equity have begun to attract wide attention from the nationality academia.In the report of the Nineteenth National Congress of the Communist Party of China,when it comes to the cause of people's livelihood,it puts forward the goals of "nurturing at an early age" and "running a good pre-school education",and puts "nurturing at a young age" at the top of seven people's livelihood and social undertakings,emphasizing that "new progress should be made continuously".For a long time,preschool education in minority areas has been the weakest link in China's education system,which is restricted by the level of economic development and traditional national culture.The unbalanced development between urban and rural areas and between ethnic and non-ethnic areas will inevitably be incompatible with the goal of balancing urban and rural development,regional development,education fairness and building a harmonious society.Focusing on solving the deep-seated problems encountered in the reform and development of preschool education in minority areas and striving to ensure and promote the positive,healthy and sustainable development of preschool education in minority areas,this paper takes preschool education in minority areas as the research focus,chooses the "mountain village kindergarten" plan in S County of Guizhou Province.With the method of case study,this paper probes into the effect and outlet of preschool education development in S County of Guizhou Province in the way of "digging sparrows".The full text is divided into six chapters.The first chapter mainly introduces the background,significance and value of the research.The second chapter briefly introduces the definition of core concepts and theoretical basis.The third chapter introduces the historical evolution of preschool education policies in ethnic minority areas from a macro perspective.Chapter IV elaborates the background of the "Mountain Village Kindergarten" plan policy and the overall development status and effectiveness of pre-school education in this county.The fifth chapter makes a comprehensive analysis of the problems and their causes in the implementation of the "Mountain Village Kindergarten" plan in the county from three dimensions.The sixth chapter mainly puts forward relevant countermeasures and suggestions.The innovation of this paper lies in the fact that there are few empirical studies on preschool education in ethnic minority areas,especially on the implementation of regional policies such as the "Mountain Village Kindergarten" program.This study is based on the current situation of preschool education development driven by special local policies in ethnic minority areas,and explores the specific manifestations and causes of the problems on the basis of analyzing the particularity and typicality of policy implementation.Based on data analysis and experience summary,this paper combines connotation analysis and mechanism design under multi-discipline,innovation of research methods and means under multi-perspective,and combination of institutional analysis and quantitative analysis under multi-means,in order to provide corresponding reference for the formulation of public policy design of preschool education in ethnic areas.
