Our rural basic education acquired great achievements after the Reform and Opening to the Outside Word, but there are deficiencies in actuality. The difficult position faces mainly result in the difference between regions and schools, particularly in the conditions, teachers, management level and quality of running a school. Then the differences treatment between teachers, schools, and others became much differ, so the high-quality educational can't satisfy the requirements, which lead to school - choosing phenomenon, what's more, the lack of government devotion made the cost of school– choosing became the mainly methods of high quality schools, which farther expedite the difference between schools, restrict the development of weak schools.Rural basic education, as compulsory education, should be offered and coerced by government. But our rural basic education developed slowly, which lead in the lack of government devotion and the Urban-Rural binary education system, it has become the bottle-neck of our Building a Socialist Harmonious rural. How to break through this complexion will affect the development of rural society.How to break through the bottle-neck of our rural basic education; build a rural education system filled of vital force and energy, has become the chiefly task of basic education. Increase the investment; strengthen the qualification of running a school; improve teaching ability and treatment of teachers; reduce the difference between Urban-Rural systems, achieve the equilibrium development of basic education. Equilibrium development is not only a new evolution but also an important principle. Implement the equilibrium development is the modernization sign and the actuality content of rural education. But equilibrium not means to average but to decrease the unbalance, not restrict the developed schools but bring up the developing ones. To sum up, the aim of equilibrium development is to accelerate more schools develop. This requires all kinds of schools form up their own characteristic.The development of rural basic education not only connect the well development of the hole rural develop, but also the successful of nation education and the historic goal advanced by the 16th party congress. Consequently, it is important to enhance the rural elementary education in our country. This paper is research on the shape, influencing factors and solves of rural basic education. This dissertation is divided into five parts altogether. 1. Introduction: Explain the intent, background, significance of selecting the subject and review. Point out the investigative thought, methods of research and the innovation in the thesis. 2. The development situation of rural basic education. We introduced the development situation of rural basic education. And we analyzed the actuality of teachers and students. 3. Problems and reasons of the basic education. Expatiated the mainly problems of rural basic education and the reasons. 4. Form and effect of delaying lag on rural basic education. Elaborate the delay lag on rural basic education from a lot of respects. The negative influence on economic and social development has been further analyzed. 5. Study on the policy of rural basic education. Some measures are presented from microcosmic and microcosmic to development the rural basic education.
