As China's higher educational system reform changes from"elite training"to"public education,"there appears a lot of local promoted universities which reformed from academies. After several years development, these universities achieve great achievements but they also have many problems. Therefore, it is necessary and vital to analyze and research its present conditions, furthermore, to give some strategies to the problems which have existed in their running process. This thesis firstly introduces the background and significance of the research of local promoted universities, and then the reviews are made according to their present status of research.At the same time, in order to make a roundly cognation to the running status of the local promoted universities, the author makes the questionnaire to thirty local promoted universities. In this questionnaire, some evaluations such as the orientation of university,the running qualification,subjects schema,teaching and scientific research,finance have been mentioned and analyzed. On the basis of questionnaires and analysis of masterpiece materials, the conclusions are drawn according to the present conditions and difficulties of the local promoted universities. Finally,"exact orientation with association of university's reality,characteristics which are based on the national finance and the developments of society,improvements of the teaching groups and its management systems,constructions of higher quality model,reform of personnel systems,finance collection from various channels"all these six aspects can be seen as the key points to make the analysis of the strategic plans for the local promoted universities in the hope of making some influence on their development.
