Heilongjiang province has been China’s competitive swimming Province, but in recent years but once fell to a low point, the overall level of competitive swimming decreased obviously. How to change this situation from the reserve strength, enhance the competitive swimming competition, is suspends in front of a major event in Heilongjiang province. The Heilongjiang province athletics swimming to achieve overall, substantial progress, we must pay attention to the amateur swimming training. At present, Heilongjiang to carry out the competitive swimming training a total of Harbin, Qiqihar, Mudanjiang, and City Jiamusi five of which Qiqihar is the area with the highest level of competitive swimming in Heilongjiang Province, Heilongjiang province to speed up to promote the realization of competitive swimming Renaissance bear great responsibility. Unfortunately, the current Qiqihar City Amateur Swimming training is not optimistic, there are still many constraints and obstacles, need to be further perfected.This paper takes Qiqihar city as an example, using the method of literature, expert interviews, questionnaire survey method, mathematical statistics and other research methods, from the amateur swimming training coaches, athletes, parents, training arrangement, facilities and five generous face Qiqihar City Amateur Swimming training situation to do a comprehensive system of research the amateur swimming training, finds out the existing problems in the corresponding countermeasures are put forward, in order to provide certain reference for the development of other areas of Qiqihar city and Heilongjiang amateur swimming training.Through the research, the conclusions are as follows:1. The official coaches in amateur swimming Qiqihar city management by the Sports Bureau unified external coaches, self managed by the amateur swimming training units, two class coaches are not high working enthusiasm, and athlete management adopt training form; the amateur swimming training management belongs to the advanced training mode, there is no unified material mechanism, channel personnel transportation.2 The current Qiqihar city to carry out the amateur swimming training units in a total of 6 home, but only Qiqihar city swimming pool a systematic training team, the amateur swimming training system is not strong; in facilities, swimming pool facilities are relatively old, swimming pool training site is small, crowded phenomenon is serious, the other two training unit although the facilities are better, but the open society, training is also more serious congestion problems.3 The amateur swimming training unit of the coaches and athletes, the proportion of larger although various training units in a certain extent solved the problem of insufficient recruitment by coaches coach form, but hiring fewer times; in treatment, the average salary of coaches higher than Qiqihar city average wage, but a large part of the current treatment is not satisfied with the coaches; training from time to time, almost every two years a training coaches.4 The annual summer training and the number of the number of long-term training leave declining, the three training network structure is not reasonable, the smaller number of athletes, the overall level is low, and cultural achievements are generally not good; single existing material way; from the training situation of current players, water training class period is too long, the load is too large, land on training the lack of flexibility and coordination training.5 In the aspect of municipal competition organization in Qiqihar City, the excellent results achieved in the game without any reward athletes, coaches have no reward. Although Qiqihar city has established a relatively reasonable competition, but the players to participate in the annual competition times less, at the same time competition incentive mechanism is not perfect.6 There are Qiqihar City Amateur Swimming training problem, first of all is the lack of government support, for the performance of a single athlete training enrollment policy, middle management is not perfect; the second is the traditional form of training plan, training system, performance for the land and water training contents, means a single, arrangement of the training load is too large; again the incentive mechanism is not perfect, the performance for the coaches lack the sense of competition, the competition system relative to the traditional; in addition, the indirect effects of social economic development on the amateur swimming training, performance for the lower per capita GDP affect the development of amateur training, increasing employment channels, professional training people to reduce.7 To promote the development of amateur swimming in Qiqihar City, to promote the organic combination of fitness consciousness and national policy support, the training mode of diversification; from the cultivation of professional talents into the liberal education; according to the law of physical and mental development of athletes scientific training plan; improve the incentive system, improve the coach competition consciousnes.
