The 21st century is the information age; information is the general trend of today. People pay more and more attention on the information technology based on networking and multimedia, which is playing as a new tool for human development capacity. Meanwhile, information technology education has become an important yardstick for measuring a country's education level. Courses of information technology has been included in the modern school education system, has become an important part of school education. China has 1.3 billion people, of whom 900 million are peasants. Development of information technology education in rural areas related to our nation's prosperity and the success of modernization construction is a pressing task. At present, there are still many issues in the information technology education in primary and secondary schools in rural areas, which have become a bottleneck restricting the development of a balanced education.This paper aims at standardization of information technology subjects for the stage of compulsory education in rural areas of for theoretical research; Through researches on the available information and the surveys on the information technology subjects for the stage of compulsory education in rural areas, we primarily probe into the infrastructure, teacher training, curriculum standards of information technology subjects for the stage of compulsory education in rural areas. We also make a number of recommendations on how to implement such standards for educational decision-making to achieve the standardization of information technology disciplines and promote fair and balanced development of compulsory education. This paper is of much outstanding value and practical significance. The paper is divided into three parts :Part I : presents the development level of information technology disciplines on the stage of compulsory education in rural China and analyses the reason of it. The surveys on the information technology subjects for the stage of compulsory education in rural areas reveals the development of rural compulsory education and the achievements made in the past. Also, the main problems at present are expounded. Part II : On the basis of the analysis of the current situation, we establish rural compulsory education stage information technology academic standards. The first part of this section, the necessity, feasibility and the principle of this paper are expounded. Next we respectively present the recommendations on the building standards, foundations, principles and evaluations which are about courses, teachers and multimedia classrooms of the stage of compulsory education in rural areas. This is the pivot of this paper. Part III : Strategies to ensure the implementation of the information technology academic standards on stage of compulsory education in rural areas. That is to formulate relevant laws and regulations and clear lines of responsibility and security; actively cooperate with the relevant departments to ensure and increase capital investment; School leaders change their concepts, and ensure the implementations; conditions for the development of information technology for teachers; strengthen administrative supervision.
